In Patch 11.1 of World of Warcraft: The War Within, Blizzard is adding the ability to farm Gilded Undermine Crests from delves, Mythic+, and the Mythic Undermine(d) raid.
These Gilded Undermine Crest will allow players to upgrade items up to item level 662 and will replace the Gilded Harbinger Crests we've been using in Season 1 of The War Within to craft gear item level 636.

In my personal opinion, the easiest way to farm Gilded Crests is by completing Level 8 Mythic+ Keystones. Blizzard recently changed the criteria from level 10 keys to level 8 keys and buffed the number of Gilded Crests that drop at the end.
If pugging high keys if out of your reach, here are all the possible ways to farm gilded crests in The War Within:

Farm Gilded Undermine Crests from +11 Delves
In Patch 11.1, Blizzard is adding the option to farm Gilded crests from Delves. The War Within Undermine(d) will be adding two new delves to the game: Excavation Site 9 and Side Street Sluice. Blizzard will also be writing new goblin-themed stories for the existing delves.
Players will also be getting a new delve "boss" similar to the Zekvir encounter, as well as a new goblin-themed customizable mount called the Delver's Gob-Trotter.
Players that earn the achievement Let Me Solo Him: The Underpin will get the unique golden appearance for the Season 2 delve mount:
Players will also be able to collect 18 Gilded Undermine Crests per week from Delves Tier 11 or higher. Upon completing a tier 11 delve with at least one life remaining, players will receive a Gilded Stash in the treasure room that contains 6 Gilded Undermine Crests.
Players can complete 3 delves on this difficulty for a total of 18 crests per week.
You can also get these Gilded Crests from a Tier 8 Delve if you have a Delver's Bounty map. In Season 1, this rare map allowed players to loot a Heroic piece of gear at the end of a delve.
It's unclear if players will still get a free piece of gear in Season 2 of if the Delver's Bounty map will just get players Gilded Crests from a lower level delve.
Farm Gilded Crests from Mythic+ Keystones Level 8 or Higher
Players can also farm Gilded Undermine Crests from Mythic+ keys level 8 or higher. Prior to patch 11.0.7, players needed to complete level 10 Mythic+ keys and collect 90 Gilded Harbinger crests to craft the Enchanted Gilded Harbinger Crest.
When patch 11.0.7 released, Blizzard buffed the number of Gilded Crests that drop from keys. Now, players can collect 15 Gilded Crests per timed key and 12 from untimed completed keys.
Gilded Crests now drop from level 8 Mythic Keystones as opposed to level 10, making Gilded Crests much easier to obtain. Hopefully, these changes will extend to Season 2 of The War Within.
Players can complete 4 Mythic+ Keystones level 8 or higher to collect 60 Gilded Undermine Crests and craft a mythic-level piece of gear!
Blizzard is also adding an entirely new dungeon to Season 2 of The War Within called Operation: Floodgate.
The War Within Season 2 Mythic+ Rotation is: Cinderbrew Meadery, Darkflame Cleft, The Rookery, Priory of the Sacred Flame, The MOTHERLODE!!!, Theater of Pain, Operation: Mechagon: Workshop, and the new dungeon Operation: Floodgate.
Farm Gilded Undermine Crests from Mythic Raid
Players will also be able to collect Gilded Undermine Crests from the new 8 Boss Raid in The War Within Season 2 - The Liberation of Undermine.
Patch 11.1: Undermine(d) will take players to the capital of the Goblin Trade Empire, Undermine. Gilded Undermine Crests will drop from every defeated boss on Mythic difficulty. Some lucky players will also obtain The Big G, the Mythic Raid mount:

Unable to Get Gilded Undermine Crests? Farm Cartel Chips Instead
If Tier 11 delves, +8 Mythic Keystones, and Mythic Raid sound like they're out of your reach, Blizzard is bringing back Dinars to The War Within Season 2.
In Patch 11.1, players will be able to start the new renown track with the Liberation of Undermine called the Gallagio Loyalty Rewards Club. Leveling up your renown with the Goblin Cartel will unlock a raid skip, a stacking raid buff, and two free pieces of gear from Cartel Chips!
At Renown 17 and 19, you'll receive a Puzzling Cartel Chip that can be traded with Ando the Gat for ANY raid item. This currency works similarly to the dinars from Dragonflight Season 4.
But instead of being unlocked for completing the raid on any difficulty, players will have to farm renown to unlock the dinars.
